| With Importer Security Filing (ISF) regulations, also known as 10 + 2, now in effect for the United States, many organizations are still struggling to achieve 100% timely and accurate filings. Importers of record are well aware of the costs associated with the program as fines are a possibility for any infraction and broker fees average $30 per ISF filing. However, many still do not understand the full extent of their responsibilities and how best to comply.
The goal of the ISF is to gather increased information on imports sooner so U.S. Customs and Border Protection (CBP) can recognize high-risk shipments in advance of unloading at American ports. With ISF's precise data requirements and strict time frames, many importers are still having difficulty achieving 100% ISF compliance in a cost-effective manner. When an importer of record files an incomplete, inaccurate or late ISF, CBP can assess fines or actively prevent goods from arriving at their destination. CBP can send a "do not load" (DNL) order to the foreign port, where the carrier will not be allowed to load the goods onto the ship. CBP can also prevent unloading from the vessel, require additional inspections, return a shipment or even confiscate the goods. Any of these actions will disrupt the supply chain and could result in lost business or a negative impact on customer satisfaction. |
