According to a recent study by Transparency International, just 4 of the 36 countries who signed the Anti-Bribery Convention of the Organization for Economic Co-operation and Development (OECD) agreement actually enforce the bribery laws.

Full enforcement:

  • Germany
  • Norway
  • Switzerland
  • USA

Moderate enforcement:

  • Denmark
  • Finland
  • France
  • Italy
  • Japan
  • Republic of Korea
  • The Netherlands
  • Spain
  • Sweden
  • United Kingdom

Little to No Enforcement:

  • Argentina
  • Australia
  • Austria
  • Brazil
  • Bulgaria
  • Canada
  • Chile
  • Czech Republic
  • Estonia
  • Greece
  • Hungary
  • Ireland
  • Israel
  • Mexico
  • New Zealand
  • Poland
  • Portugal
  • Slovak Republic
  • Slovenia
  • South Africa
  • Turkey

Not surprisingly, many top countries are also on the Least Corrupt Countries list from Transparency International.

Notable exceptions include South Korea, who ranked #40 in corruption but is 'moderately enforcing' this law, and New Zealand, who was ranked #1 least corrupt in 2008 and falls into the 'little to no enforcement' category. (Perhaps this is because there is no bribery?)
